Helped increase police compensation and keep Rockville competitive with surrounding jurisdictions. Adam proposed and secured support for a regional police compensation review after neighboring jurisdictions adopt their annual budgets, allowing Rockville to compare current salary levels and increase compensation when its officers risk falling behind. Adam has continued advocating to make this review an annual process while supporting strong funding, staffing, and resources for the Rockville City Police Department.Increased support for Rockville’s fire and emergency services. Adam has supported significant increases in City financial support for the Rockville Volunteer Fire Department and has backed coordinated efforts to establish a path forward for a new Station 3 to strengthen emergency response capacity for a growing Rockville.Expanded community policing and police engagement with Rockville schools. Adam advocated for additional funding to expand the Rockville City Police Department’s Community Engagement Officer program beyond the Richard Montgomery High School cluster. Community Engagement Officers now also serve the Wootton and Rockville high school communities.Approved major investments in safer neighborhoods, including improved lighting, traffic calming, pedestrian infrastructure, and other public-safety improvements designed to prevent injuries and improve quality of life.

Helped modernize Rockville’s zoning laws while protecting neighborhoods. Adam amended and supported the 2026 Zoning Ordinance Rewrite and Comprehensive Map Amendment, which implemented Rockville 2040 and the Town Center Master Plan, modernized development rules, and created a clearer process for appropriate residential and commercial growth.Supported Rockville’s first state Transit-Oriented Development designation. Adam supported the City’s successful effort to secure Maryland Transit-Oriented Development designation for the Rockville Metro station area, opening additional opportunities for state assistance, infrastructure investment, housing, businesses, and redevelopment around one of the region’s most connected transit hubs.Strengthened protections and transparency for Rockville renters. Adam supported the comprehensive 2026 rewrite of Rockville’s Landlord-Tenant Code and proposed additional provisions addressing rental price and rent-increase transparency. The new law also made Rockville the first city in Maryland to prohibit algorithmic rent pricing, restricted certain tenant fees, strengthened enforcement tools, and increased disclosure requirements.Expanded opportunities for workforce and attainable housing. Adam has supported policies and development that expand housing opportunities for teachers, public-safety personnel, young families, seniors, and others who contribute to Rockville and want to live here.Advocated for growth that strengthens Rockville’s tax base rather than increasing the burden on existing residents. Adam has consistently connected responsible economic development with the City’s ability to maintain excellent services, invest in infrastructure, and remain fiscally responsible.

Brought City Hall directly into neighborhoods across Rockville. Adam has held and participated in community meetings in College Gardens, East Rockville, Fallsmead, Fallsgrove, Horizon Hill, Hungerford, King Farm, Lincoln Park, Montrose, North Farm, Rockshire, Seven Locks, Town Center, Twinbrook, West End, Woodley Gardens, and other communities throughout the City.Made citywide neighborhood representation a defining priority. Adam consistently works to ensure that residents from every part of Rockville have a meaningful voice in development, transportation, public safety, parks, infrastructure, and City services.Advocated for broader and more accessible community outreach, including expanded neighborhood engagement, multilingual communications, and additional opportunities for residents to participate directly in City decisions.Helped launch a new effort to improve accessibility for service dog teams. After meeting with local service dog advocates, Adam supported the creation of a Rockville Service Dog Advocacy Task Force through the Human Rights Commission to identify practical ways the City can better support residents who rely on service dogs.Improved communication with residents. Adam communicates regularly with residents through neighborhood meetings, email updates, social media, and other outreach, providing information about City actions and additional opportunities for residents to raise concerns and ask questions.

Provided a strong and consistent voice for all three high-school communities serving Rockville, advocating for students and families at Richard Montgomery, Rockville, and Wootton high schools and emphasizing that strong neighborhood schools are critical to Rockville’s future.Worked alongside PTSA leaders, parents, students, and community advocates to make sure Rockville’s voice is heard in Montgomery County school decisions, particularly when decisions involving facilities, boundaries, capital investments, or school safety directly affect City residents.Successfully advocated for two additional Community Engagement Officers serving Rockville-area schools. In addition to the Richard Montgomery cluster, Rockville City Police Department Community Engagement Officers now serve the Rockville and Wootton high-school clusters, significantly expanding the City's community-policing presence and engagement with Rockville-area schools.Advocated for the return of dedicated School Resource Officers throughout Montgomery County Public Schools, including publicly raising school-safety concerns and supporting stronger coordination between schools and local law enforcement.Opposed the decision to permanently relocate Wootton High School from Wootton Parkway. Adam advocated for keeping a comprehensive high school at the existing Wootton site and has continued supporting long-term planning, funding, and enrollment capacity that could allow the site to serve future generations of students in the Rockville-Gaithersburg area.

Supported budgets that maintain Rockville’s property tax rate while investing in City services. Adam has supported City budgets that keep Rockville’s real property tax rate unchanged while continuing significant investments in public safety, infrastructure, parks, housing, transportation, and community services.Supported responsible long-term financial management. During Adam’s term, Rockville has maintained its AAA bond rating and in 2026 was named a Triple Crown winner by the Government Finance Officers Association after receiving all three of the organization’s major financial reporting and budgeting awards.

Made constituent responsiveness a priority. Adam worked directly with residents and City staff to resolve constituent concerns involving City services, neighborhood conditions, public safety, transportation, development, and other local issues.Supported neighborhood infrastructure and traffic-safety improvements. Adam has backed investments in roads, sidewalks, accessibility, pedestrian safety, lighting, and traffic calming while working with residents and City staff to address speeding, dangerous intersections, and neighborhood transportation concerns.Supported continued investment in Rockville’s parks, athletic fields, playgrounds, recreation facilities, and public spaces, recognizing these amenities as essential City services that contribute directly to residents’ quality of life.Advocated for proactive tree maintenance and hazard mitigation, including addressing dangerous or deteriorating trees before they create unnecessary risks for residents, homes, vehicles, or public infrastructure.

He also voted to preserve RedGate Park by accepting a federal preservation grant for the property.As Council Liaison to the Rockville Environment Commission, supported initiatives promoting sustainability, conservation, and responsible environmental policy while helping connect the Commission’s work with broader City priorities.Backed improvements to recycling, waste reduction, and other environmental practices that make City operations and community programs more sustainable.Represents Rockville on the Metropolitan Washington Council of Governments’ Chesapeake Bay and Water Resources Policy Committee, working with regional and state partners on water quality, environmental protection, Chesapeake Bay restoration, and responsible ecosystem management.
