Councilmember Van Grack Supports Zoning Rewrite with Focus on Responsible Growth and Neighborhood Protection

Yesterday, Rockville’s Mayor and Council adopted the city’s Zoning Ordinance Rewrite and Comprehensive Map Amendment. This adoption marks the completion of a multiyear effort to modernize Rockville’s zoning rules and better align city regulations with Rockville's Comprehensive Plan and Town Center Master Plan.
Councilmember Adam Van Grack supported the updated zoning ordinance because Rockville needs clear, modern, and reasonable zoning rules that encourage responsible economic development while also protecting neighborhoods.
Throughout the review process, Councilmember Van Grack focused on ensuring that the city’s zoning rules work for residents, neighborhoods, local businesses, and Rockville’s long-term fiscal health.
“Rockville must be thoughtful about growth. That means protecting our neighborhoods from unreasonable impacts while also making sure we have a fair and timely process for appropriate development that strengthens our tax base.”
As part of the Mayor and Council’s work on the Zoning Ordinance Rewrite, Councilmember Van Grack introduced amendments to help ensure that neighborhood roadways are not overrun by commercial use or non-neighborhood traffic. These protections are important because zoning decisions do not only affect individual properties. They affect the daily quality of life for nearby residents, including traffic patterns, pedestrian safety, and access to homes.
Councilmember Van Grack emphasized that responsible growth must include reasonable guardrails. Rockville should encourage development in appropriate areas, especially where it supports transit-oriented growth, housing options, local businesses, and long-term economic vitality. But that development must be balanced with protections for existing neighborhoods and residents who rely on safe, functional neighborhood streets. This is why Councilmember Van Grack worked to obtain Transit-Oriented Development Designation for Rockville Town Center.
The adopted zoning ordinance is intended to make Rockville’s zoning rules (1) clearer, (2) easier to use, and (3) more consistent with current planning practices. It also updates the zoning map to reflect recommendations from Rockville 240 Comprehesive Plan and the Town Center Master Plan. The process included extensive public review, work sessions, public hearings, Planning Commission input, and feedback from residents, city boards and commissions, businesses, property owners, and community stakeholders.
For Councilmember Van Grack, one of the central goals of this update was to make sure Rockville remains both livable and financially strong. Proper development can help expand the city’s commercial and residential tax base, support local businesses, and create more revenue for city services without placing more pressure on residents through higher property taxes or other tax burdens.
“Growing Rockville’s tax base matters. If we want strong city services, excellent public safety, well-maintained infrastructure, and continued investment in our neighborhoods, we need responsible development that helps pay for those priorities without simply raising taxes on residents.”
Councilmember Van Grack also pushed for a more timely and predictable approval process. Delays and uncertainty can discourage good projects, increase costs, and weaken Rockville’s ability to attract investment. At the same time, faster approvals must not mean ignoring neighborhood impacts or weakening appropriate review.
The goal is a better process: one that is clear, fair, efficient, and protective of the public interest.
The Zoning Ordinance Rewrite reflects an important balance. It modernizes outdated regulations, supports future development, and allows Rockville to plan for changing housing, business, and community needs. At the same time, Councilmember Van Grack’s focus remained on making sure that growth is done properly and that every neighborhood is considered.
Councilmember Van Grack will continue working to ensure that Rockville’s zoning and development policies protect residents, support neighborhoods, strengthen local businesses, and advance the city’s long-term fiscal health.
